Open letter of Renaissance for President Joe Biden

            Joseph Robinette BIDEN

            President of the United States of America

 

            - In his Offices


              The Executive Board of Renaissance (a Social-political Movement for Haiti’s Recovery) and its allies are pleased to offer their warmest congratulations on your election as the 46th president of the United States. We were among those of the Haitian diaspora community who made enormous sacrifices to mobilize our community to vote massively for the democrat's candidates and especially you. As a result, our efforts have been fruitful.

             We still recall it as if it was yesterday, the promises you made to our community to help them both in terms of migration and politics. That said, they were in the direction of providing a qualitative contribution to improving the overall living conditions of the Haitian population through your diplomacy once elected.

             It is obvious that Haiti is currently experiencing the deepest and most crucial crisis in its history under the presidency of Mr. Jovenel Moise. The future of the country is at stake right now. We cannot stress enough that we are currently at an historic crossroads which underline two specific aspects:  

 

1)      Consequently, one will lead the country to total chaos if the status quo continued under the administration of Mr. Jovenel Moise whose term of office came to an end legally on February 7th, 2021 under the Article 134-2 of Haiti’s Constitution. But he retains his power by force of arms, police brutality and armed gangs controlled by him and organized in a way to brutalize, arrest illegally, kidnap and kill the children-sons, daughters and community members of Haiti. his stubbornness could lead the country to a genocide similar to that experienced in Rwanda in 1994 where about 500 to 800 thousand people were killed. If this were to occur, it would resonate strongly and strengthen the image and diplomacy of China to the detriment of the United States. Given the domination of the United States on the international stage and especially Haiti, a single note from you shall put an end to this possibility because Mr. Moise's administration strongly rely on the US diplomacy than any other whom you are the main head of it.

 

2)      On the other hand, it will provide a final solution to the many concerns that Haiti has always represented in the region, namely:

a.      The mass migration that it has been practicing for some time to neighboring territories and of which the United States is one of the preferred destinations of the Haitian people.

b.      Ongoing constant political instability on its territory that has been disrupting the region for more than thirty years.

c.       The near-total loss of effective control of his government over the national territory, due to numerous crises raging in the country, is fast turning the country into a major drug-trafficking hub in the Caribbean.

d.      And the extreme poverty of the people tends to dehumanize them gradually which would constitute the basis for all the inconveniences mentioned above.

 To achieve this, the Executive Board of RENAISSANCE and its allies propose in the annex:

 -          A Road map for a Government of Transition which should last 3 years given the depth of the crisis and the time to carry out the necessary institutional reforms and socio-economic restructuring.

-          A video presenting a comprehensive Development Plan for Haiti within the next 25 to 30 years of which we will seek to develop the necessary consensus for expanding the plan beyond the transition.

 

Mr. President Biden, you have an opportunity to make a difference relative to the U.S. policy towards Haiti in the region. An early intervention to assist the people of Haiti to get out of this complicated situation will show to the entire world that you are committed to what you say you would deliver from the beginning of your term of office, and that your word is worth pure gold.

PROPOSAL FOR A TRANSITION ROAD MAP

SOCIAL-POLITICAL MOVEMENT OF RENAISSANCE

 

 

Considering that:

         The term of office of Mr.  Jovenel Moise ended on February 7th, 2021 under Article 134-2 of the amended Constitution.

        It is impossible to hold preparations for elections in the current year because the Regime in place has destroyed the voter database making the National Identification Card (NIC) process ineffective.

        The existing level of insecurity with the presence of armed gang’s coalition in the country (so-called ‘G9 and Family’) taking advantage of the impunity and support afforded by the Regime in place. This makes it impossible to hold an electoral campaign in the country without a change of regime.

        The number of people of voting age is currently estimated at more than seven (7) million. So far, less than three (3) million people have been registered with the new illegal voter registration process (Dermalogue) making it impossible to register everyone within a year. 

        A vast majority of the Haitian people claiming the prosecution of the embezzlers of the Petro-Caribe program Funds.

        The disruption and failure associated with the entire public administration, the regulatory bodies such as: UCREF, ULCC, CSCCA, and the growing corruption that is poisoning the public institutions.

        The emergency caused by the level of deterioration of socio-economic conditions of the Haitian population, subjecting them to live in the most abject poverty.

        The widespread calls for a national conference and extensive amendments or a change of the constitution.

 

RENAISSANCE proposes the following as a strategic plan or governance program for the essential TRANSITION following the departure of Jovenel Moise.

1-      Launching of sectoral workshops in the first few months to decide on reform plans to be implemented throughout the public administration, starting with the structures responsible for collecting the State revenues, namely DGI, DGD, (border management, ports and airports), traffic, car insurance, ONA, etc. Justice, National Education, Public Health, Infrastructures, Municipalities and more fields will follow. This will take between 9 to 12 months.

 2-    Make all necessary arrangements to make justice operational to make proper progress towards the completion of the Petro-Caribe trial and the massacres that took place under the governance of Jovenel Moise, it should take a year or more. 

3-    Establish a Commission for mobilizing the different entities to hold the National Conference. The Transitional government jointly with the Commission will have to work on the timetable and proposal of topics for discussion of the many conference meetings including the issue of amendments or the change of the constitution should be addressed. This should be launched within the first 100 days.

4-    Develop simultaneously a public policy to enable the establishment and development of agro-industrial farms with at least 2 per departments of the country depending on major growth areas and the needs of the population in relation to nutrition.

5-    Public policy Preparedness to launch the construction of Engineering and Industrial Plants for Regional Development (EIPRD) in the 4 main regions of the country (Great North, Centre-Artibonite, West, South-East and the Great South), they will take care of the development of road and/or rail and urban infrastructure for a global, integrated and sustainable development of the country. A new diplomacy will be guided towards these goals to find the necessary help to achieve them from the first year of this government of transition;

6-    Establish a permanent electoral council to hold elections in the country following the adoption of the new constitution or the amended one.

7-    Starting the registration process for voting age people after the reforms have been carried out at the National Office of Identification (ONI) level and the adoption of a new electoral identification card, it will have to last between 1 and 2 years.

8-    Organize elections in the new Haiti during the last year of the transition to elect the new President of the Republic who will have to take office in the 4th year.

 

N.B. The legal framework for the operation of this government of transition will have to be prepared by the most renowned legal experts of the Country. They will have to clarify the nature and operating method of the provisional control authority of the government since the parliament is currently dysfunctional and can only be restored after the elections and probably after the adoption of the amendments or the new constitution of the country.
